Soviet Goods Ban Is Argued
Washington March 15. A dispute over Treasury power to bar Russian products from the United States arose as Secretary Mills told a delegation that the Treasury is powerless to act without new legislation. The group led by Senator Oddie urged embargo based on evidence of convict and forced labor in Russia. Senator Steiner pressed Mills with a letter claiming Russian labor is forced labor except in some cases. Mills said a decision on each shipment would be needed unless Congress passes new law.
