Rear Admiral Ralph Smith Riggs receives gold stars in lieu of a second and third Legion of Merit and the Bronze Star Medal for service in the Pacific. He commanded the USS South Dakota and led cruiser and destroyer groups against Japan. The Bronze Star citation notes his near-airborne engagement and shipborne gunfire that defeated attacking Japanese planes. He previously earned the Navy Cross in the Aleutians and the first Legion of Merit on staff roles early in the war. The Riggs home is listed as 3041 Sedgwick Street Northwest, Washington, D. C.
