Austin March 13 U P All amendments to cut the proposed three million dollar Centennial appropriation were defeated by the House of Representatives. Several changes to the Centennial bill were proposed with a total of thirty amendments under consideration. The House favored keeping the three million dollar level by tabling reductions to two million and one and a half million and by defeating a final bid to limit funding to one million one hundred thousand.
Texas Senator T. J. Holbrook leveled sharp criticisms of internal socialism sweeping the country and the state administration’s quasi statecraft. He praised the sales tax and urged reactionism as he spoke at a Texas and Southwestern Cattle Raisers Association session in Houston. Judge Charles F. E. Coombes of Stamford and Congressman Richard M. Kleberg were among the speakers. Harry Petrie of the Agricultural Adjustment Administration also attended. Senator Clint Small of Amarillo visited but did not speak.

March 13 Washington A recovery plan proposes folding 537 NRA small codes into a single flexible small industries code. Donald Richberg submitted the idea to the Senate Finance Committee to streamline administration and focus on large industries. The move could reduce codes from 700 plus to 181. A separate delay in bonus legislation consideration followed House rules debate. The Senate also ordered a federal probe into propaganda about utility holding company regulation. Roosevelt criticized such propaganda in a congressional message.
The Texas Court of Criminal Appeals upheld death sentences for Eligha Stuart for killing his four year old daughter Dortha in Harris County, John B. Willis for criminal assault in Smith County, and Albert Carr for criminal assault in Harris County. Willis argued pretrial publicity could bias jurors. the court said free press is allowed and reading reasonably accurate reports does not bar jury service. Carr was convicted for a nighttime assault on a mother with her infant on a Harris County porch.
Judge Merrill E. Otis of the U S District Court upheld the constitutionality of the Frazier Lemke Amendment to the Federal Bankruptcy Act, creating a five year farm debt moratorium. He called the act unwise in parts but affirmed Congress could legislate to achieve its aims in the Jones case near St. Joseph Missouri.
