A credit exceeding 10 million dollars would fund expansion under 60 US Army and Navy experts, with more funds to come. The plan includes 300,000 soldier strength, 10,000 officers, six US destroyers, new air bases, port upgrades, and Tehuantepec railway leasing with a 5 million repair estimate.
