Deputies in Houston and Dallas investigate long hours and paltry wages for women in garment factories, checking compliance with the 9-54 law. In Mattern rescue mission progress, the plane resumed toward Nome Alaska after a tough takeoff from Edmonton. The United States will conduct an official study of recognizing Soviet Russia. Secretary of State Cordell Hull announced the mission as Lawrence Steinhardt, ambassador to Sweden, departed for Europe to begin the inquiry. The move follows recent pressure to ease tensions with the Communist nation.

Frank Taplin, Cleveland financier, tells Senate investigators that he sold 222,930 shares of the Pittsburgh and West Virginia to Pennroad Corporation in 1929 at 170 dollars a share, far above the 52.50 cost. Federal agents and Kansas City police traced the massacre that killed four officers and an escaped convict to the Nash gang. Harvey Bailey Verne Miller and William Weissman were named among the killers as the motive was the liberation of Frank Nash. Nash was captured at Hot Springs Arkansas after the ambush.
Budget director Lewis Douglas proposes states balance budgets before joining a 3.3 billion dollar public works program. Roosevelt may cut projects and withhold funds if deficits persist. Roosevelt and Douglas urge only sound, necessary projects, with early action expected after reviews.
