Governor Ferguson asked the Legislature to issue ten million dollars in relief bonds, extend automobile registration fee payments to April 1, and suspend foreclosures. She reserved power to add other topics during a special session. She did not raise changes to the 3.2 alcohol prohibition for personal use import.
A hitch hiker girl Evelyn B Clark 22 aided Amarillo police by reporting the stolen car load with firearms used by W H Bybee a convict freed from Eastham prison farm two weeks ago. Bybee who faced two life terms admitted his identity after arrest near the Helium Plant on Highway 66. The girl turned over the car and weapons and said Bybee diction that he was escaping from Barrow. Police broadcast alerts along the Amarillo Vega route and Bybee was captured before 6 am after a Vega filling station report.
Vice President Garner signed the administration monetary bill sending it to the White House for the president to sign at 3 30 o clock. Roosevelt bill becoming law eased monetary dissension and aided approval of the St Lawrence Waterway Pact with Canada while loom of broader policy ideas grows among Roosevelt advisors.
In Austin on January 30 a bill allowing unlimited liquor sales by licensed drug stores with physician prescription was presented to anti prohibitionists in the Texas House by Rep. T. H. McGregor. The proposal includes a 6 ¼ cent pint tax and enables localities to levy half that amount. Governor indicates prompt action could speed further measures. Also discussed were relief bonds and smaller denomination issues to encourage widespread purchase amid prior sales challenges. The governor noted possible investment of state funds from the University of Texas, schools, highway department and counties in the bonds.
The House agriculture committee approved a bill to make cattle a basic commodity under the farm act and to authorize 200 million dollars in appropriations for industry benefits. Cattlemen supported the measure though opposing a processing tax, citing the industry’s desperate plight.
Chicago January 30 A state witness in the Factor kidnapping case was taken into custody after testimony deemed unsatisfactory. George Hanson a roadhouse operator refused to identify a photo of Charles Ice Wagon Connors as a patron seen with Edward McFadden and Roger Touhy, two of the four defendants.
The 1000 foot suspension bridge north of Bonham Texas collapsed late last night after a cable on the Texas side snapped causing the structure to tumble into the Red River. No injuries are reported. Officials inspect the river area and coordinate with state engineers for a replacement plan.
Moscow reports a Soviet civil aviation stratosphere balloon named Osoaviakhim reached 20 600 meters 67 585 feet at 11 59 Moscow time. Outside temperature was 33 to 49 degrees below zero and four below inside. Visibility was poor and the crew said all is well.
Forecast for Amarillo and vicinity calls for partly cloudy skies and warmer temperatures tonight and Wednesday. West Texas west of the 100th meridian shows rising temperatures north and east-central portions, with similar partly cloudy conditions on Wednesday. New Mexico experiences fair weather tonight and Wednesday with little temperature change. Today’s extreme temperatures reach 21 for the low and 46 for the high by 1 PM.
Amarillo marks the 52nd birthday of President Roosevelt with a citywide ball parade and dances to aid the Warm Springs Foundation for paralysis victims. High school bands parade, dances run 9 to 12, admission is 1 dollar per couple, broadcasts and speeches accompany the event across multiple venues.
Weather relief begins as temperatures moderate in the Northwest and central states with an Eastward shift expected. Chicago records seven cold related deaths and about 13,848 homeless seek shelter under Illinois relief efforts amid seven below conditions. Additional fatalities reported in Pennsylvania Indiana Michigan and other locations. Oil price noted at $1.50 per gallon.
Oklahoma City January 30 The Oklahoma Supreme Court unanimously ordered State Auditor Frank Carter to pay full salaries of criminal court of appeals judges Thomas A Edwards and James Davenport despite reduced legislative appropriations. The writ of mandamus requires $625 a month for each judge effective immediately.
John Dillinger was moved from Fort Worth to Dallas then boarded an American Airways flight at 9 51 bound for Indiana via Memphis. He was guarded by four officers, heavily armed but without visible weapons, and wore handcuffs without shackles. Dillinger ate breakfast under guard while a machine gun watched from nearby.
Berlin reports Chancellor Adolf Hitler proclaimed Germanys equality among nations and relief from Versailles burdens on the first anniversary of the Nazi rise to power. The address emphasized national strength and renewed vigor under the regime.
The notice warns that tomorrow is the final day to pay poll taxes city county and state taxes and school taxes with penalties and interest applying after midnight. It states poll tax receipts are unavailable after tomorrow unless exempt and that Thursday is the last day to pay automobile and truck licenses with full penalties at midnight.
Hundreds of relief workers including African American and Mexican workers lined up at the county tax collector’s office after receiving pay, paying their poll taxes. The process consumed a significant portion of their earnings as they sought to fulfill tax requirements.
Officials explain residents who were not in Potter County on January 1 1923 must obtain a poll tax receipt in their previous Texas county before midnight Wednesday and then transfer to Potter County before the July election. The rule aims to regulate voting eligibility and receipts for those who moved recently.

Ticket sales move to City Drug Store tomorrow morning with evening seats at 25 40 and 83 cents all reserved. Afternoon seats are 25 and 40 cents with no reservations. Oklahoma and Texas officers raced to Tallahassee to claim two escaped Oklahoma convicts, W. J. Walker and Ray A. Johnson, wanted in Texas for two bank robberies. Texas and Oklahoma offered rewards and sent deputies to secure custody for transfer to their states.
Evelyn B. Clark 22 of Los Angeles recounted thumbing a ride from Vinita Oklahoma with W. H. Bybee an escaped life convict. She fled to Amarillo police and surrendered the car after learning Bybee had reported her as an accomplice.
