Gov. Beaufort H. Jester presents a detailed plan to the 50th Texas Legislature outlining a no new tax path with an $88 million funding rise by Aug. 31, 1949. He supports a negro university, raises for teachers and health, a veterans program, crime reform, traffic safety upgrades, and expanded state institutions and colleges.
Jester tells lawmakers that pooling funds from the road district land fund and state surplus could finance road, agriculture, guard, and state office needs. Proposals include 5.5 million for roads and 200 thousand annual for UT and A&M agriculture research, plus guard and library increases. He notes 189.1 million available with over 12 million balance under pay-as-you-go, urging redistricting since 1920 census.
State Police Detective John R. Fisher says the Pennsylvania Railroad derailment that killed four and injured many could not have been an accident. Investigators, joined by the FBI, suspect sabotage or theft after a large bale of wire found on the outskirts of Walton was alleged to have caused the crash en route from Cincinnati to Chicago.

The Bureau of Labor Statistics reports a one percent drop in retail food prices mid December from the mid November peak. Declines were seen in 46 of 56 surveyed cities.

ALBUQUERQUE January 28 Engine trouble was named as the likely cause of a B 29 Superfortress crash at Kirtland Field killing 11 crew members. The aircraft rose briefly and crashed in a arroyo near the field while carrying secret gear. One crewman, Francis L Podlesky of Albuquerque, survived after rescue by two GI firefighters. Hospital attendants say his burns are serious but he may recover.
The forecast calls for scattered high clouds and warm afternoon temps with southwest winds up to 35 mph and light blowing dust. Tonight and Wednesday bring increasing clouds and cooler conditions, with West Texas becoming partly cloudy and the Panhandle and South Plains warming tonight then cooling Wednesday.
