Three Changes Adopted in High School Football Code
The National Interscholastic Football Committee announced three rules changes. A revived free kick rule enforces a five yard penalty and re-kicks if the ball fails to cross the receiver's restraining line. Encroachment in the neutral zone is now forbidden before the snap, and a handed pass behind the line to an eligible player is not a forward pass unless it travels through the air.
