Since 1944 about 7,600 new schools have trained veterans, 850,000 in under college level programs, with profit schools common in unemployment areas. VA cannot police all 40,000 approved schools, faces falsified attendance records, and Congress weighs tighter controls as President signals benefits tapering and bills to curb VA regulation.
