Senate votes for up to 597 million dollars in relief to three nations, while the House trims to 590 million and earmarks 60 million for China. Conferees agree a compromise limiting the use of funds to buy commodities, with Eaton noting the agreement.
Debate centers on limits for buying commodities abroad. The House wants 25 percent of funds for overseas purchases with prices not more than 10 percent above domestic. The Senate only restricts abroad buying to 25 percent.
Eaton reported House conferees accepted a amendment requiring the President to weigh resource drain and price effects in the aid program. They also approved an amendment to maximize purchases of petroleum and related products outside the United States. The conferees agreed to remove the June 30 1948 termination date from the stop.
Eaton described the Senate and House group as in a mess over a farm bill. He said the House turned the bill into protection for farm product prices and called for a compromise by Monday as five members from each chamber begin joint work on the issue.
The Senate backed a foreign aid package for three European countries while the House cut the total to 590 million dollars. China was singled out for 60 million of the sum, with Senator H Alexander Smith suggesting a possible bipartisan compromise as the Foreign Relations Committee and Secretary of State Marshall urged action.
Secretary of Labor Schwellenbach submitted to Congress a plan for price ceilings and rollbacks tied to standby anti inflation powers. The program limits controls to essential commodities, tied to shortages or prices above June 1947 levels, with wage controls to follow. Republicans vow a take it or leave it floor fight as Southern Democrats may support the plan.
Edwin W. Pauley testified before the Senate Appropriations Committee that neither President Truman nor Secretary Anderson could have known he was operating on commodity futures when they criticized speculators. He said he was about 100 thousand dollars worse off after liquidating most holdings since taking the Army post, and affirmed he dealt in futures since around 1940.
