Denver dispatch reports Bishop Frank I. Rice, head of the Liberal Church of Colorado, ordained Frank Monroe as Bishop of Damned Souls to address a rapidly rising hell population. Rice says the role will separate facts from fancies for the unchurched and those lost in unrighteous paths.
