Welles Demands Settlement of Mexican Oil Controversy

Sumner Welles acting secretary of state urged an immediate settlement of the Mexican oil dispute to avoid a material barrier between Mexico and the United States. He spoke after high level conferences outlining the stakes and potential impact on bilateral relations.

At a press conference Welles said the State Department authored compromise proposals for a board to run expropriated American oil properties in Mexico. He noted both sides rejected them without adequate discussion. Ambassador Castillo Najera suggested a settlement path remained open and said American firms have many Mexican proposals to choose from.

Indictments Pair in LSU Contract Billing Scheme

In New Orleans on August 14, George Caldwell a former LSU construction superintendent and Eugene Barksdale a former assistant were indicted on mail fraud and related charges for inflating bids on university contracts and diverting WPA labor and materials. Caldwell allegedly pocketed bid differences plus a 2 percent over riding fee. Barksdale allegedly used WPA resources for personal gain in Baton Rouge.

Texas to shut 80,000 wells for 15 days

The Texas Railroad Commission ordered a 15 day shutdown of crude oil fields effective at 7 a m tomorrow. Over 80,000 wells will be affected though exemptions may apply. The move aims to curb a price cut blamed on buyers and protect state revenue and oil workers.

Panhandle oil men to meet on shutdown plan

More than forty independent operators and royalty owners forming the Panhandle Producers and Royalty Owners Association plan a directors meeting in Amarillo to discuss a 15 day shutdown of Texas oil fields. The meeting was called by Lynn Boyd of Pampa with comments from E D Warner and others on state and regional co operation.

Socialite Held for Murder of Caddy

James B. McFarland III, 27, socialite golfer, was held on $2,000 bail for murder after allegedly striking and killing 35 year old caddy John Klemming at Huntingdon Valley Country Club in Willow Grove Pennsylvania. Police say McFarland threw his club in disgust after a failed approach shot and the club caused a skull fracture and brain injuries.

New Mexico areas expect partly cloudy skies with possible thundershowers in eastern and northern central portions this afternoon or tonight. Man With Both Ears Off Sought After Train Wreck

A man missing part of his right ear and half of his left foot was arrested in Sparks Nevada and would be questioned in the crash of the City of San Francisco streamliner. The wreck near the Humboldt River left at least 20 dead and 114 injured as investigators cited a misplaced rail likely tampered with by unknown persons.

In Plattsburg New York the army reports the first casualty of the war games with 53 000 troopers massing. Private August M Mikalow of the 18th Infantry Fort Hamilton New York was caught in a meat chopper during kitchen police duty and doctors amputated one index finger.
