Washington reports a plan for a permanent government controlled munitions industry capable of supplying an army of two million. Assistant Secretary of War Robert A. Patterson described about 60 new ordnance plants built with government funds as long term, designed for rapid expansion and long life, though operated only as needed to stock munitions.
