House Ways and Means Rejects Joint Tax Return Plan
Washington August 4 The House Ways and Means Committee rejected proposals to substitute higher income surtaxes for the mandatory joint husband wife income tax return provision in the 3.53 billion tax bill. Chairman Robert L Doughton said no plan will raise the 300 million lost revenue if the joint return is defeated and predicted the provision will stay despite Roosevelt opposition. Rep John D Dingell proposed extending the benefit to all states, reducing yields and triggering higher surtaxes. The vote on the joint return and three minor amendments will be the only actions before final bill action, possibly late today.
