Drying Dikes Hold Back Mississippi Flood Dangers
Dry weather eased risks along the Mississippi River as dikes held firm and wave wash receded. Red and Black rivers plus the Ouachita system continued to rise slowly in Concordia and Catahoula Parishes Louisiana, inundating about 400,000 acres and hampering oil operations. About 40,000 people displaced by the Red River are returning as floodwaters retreat in upper areas.

Plan for Recessing State Legislature Gains Support
Houston Rep. J. E. Winfree's proposal to recess the Texas legislature until September gained more signers but risks delaying the effectivity of bills already passed. Normally bills take effect 90 days after adjournment, causing uncertainty until after the September session ends. An exception applies to appropriation bills for Sept 1 and emergency clauses. The revenue and taxation committee report may hasten adjournment.
