In sessions the government says the revolution is ended and control is secured today. A State Department dispatch reports Bogotans emerging at dawn in large numbers, city wrecked as after an air raid with public buildings churches and stores burned. Army troops fire on snipers and blast the spire of Santa Barbara church.
A new conservative liberal cabinet imposed martial law as protests spread from Bogota to Barranquilla Cartagena and other cities. Food shortages hit the capital's 325 000 residents and visiting officials including George C Marshall and Averell Harriman were reported safe as US transports prepared to evacuate some personnel.
A Balboa dispatch by Milton Bracker reports Marshall determined to stay to the end as conferees decide to move soon to another city. Mexico City Havana Panama Lima and Lake Success were suggested. Government radio says two Russian agents were arrested in the revolt inquiry and Gaitan's assassin linked to Communism.
The report states that international communism has attempted to hinder the conference and that leftist groups in Bogota circulated leaflets urging strikes against perceived U.S. imperialism. It notes Nazi propaganda parallels and questions whether Communists influenced the uprising while the US delegation delayed judgment last night.
Secretary Forrestal and Dr. Vannevar Bush testified before a House committee that Soviet knowledge to make an atomic bomb exists but Russia lacks industrial capacity to produce it yet. They noted the US holds the know how and capacity, while the Soviets do not, and emphasized ongoing military cooperation with the Atomic Energy Commission.
John L. Lewis faced a contempt of court hearing after a failed bid to dismiss the charge. Judge T Alan Goldsborough ordered him to appear in court Wednesday morning for allegedly ignoring an April 3 stop strike order. Welly K Hopkins argued the telegram he sent was full faith compliance. The note said pensions granted agreement honored after Lewis accepted a plan for 100 per month pensions at age 62 for miners with 20 years service retired after May 28, 1946.

Five playful African monkeys escaped four days ago and defy capture as crowds watch. Four men at a time climb cottonwoods around a lumber yard to trap the anthropoids while the monkeys pull hair and drag ties. The escapees, one male and four females, were captured in Africa and kept in a cage near the automobile firm.

Soviet forces halted traffic on the Vienna to American zone road by a barrier at St Poelten and a checkpoint near Schwechat airport. Austrian police reported the barrier blocks both directions on the arterial highway, aiming to seal Vienna from non Soviet occupation forces.

Senator Ferguson a Michigan Republican with support from 16 senators from 44 states introduced a resolution demanding immediate UN Charter revision. The proposal argues changes to strengthen the UN should proceed without Russian approval if Moscow refuses to cooperate.
President Truman nominates Herschel V. Johnson to be ambassador to Brazil. Johnson, a diplomat from North Carolina, now serves as deputy US representative to the UN Security Council, succeeding William D. Pawley who resigned due to ill health. Pawley aided Secretary Marshall in Bogota at the Inter American Conference.
