Governor James V. Allred named W. M. Massie of Fort Worth banker as chairman and Wilbur C. Hawk of Amarillo newspaper publisher as member of Texas state planning board. The nine member panel must include key state officials and diverse representatives. Hawk, a Republican, and Massie are described as independent picks, with acceptance not yet received.
The Planning Board, urged by federal agencies, would supervise state and federal recovery programs and coordinate Texas plans with a government 4.8 billion relief initiative. Amarillo leaders pressed Governor Allred to name Panhandle publisher Mr. Hawk to the board, which may recommend projects and relief efforts to federal and state authorities.
Washington April 3 Administration leaders pushed to break the Senate impasse on the 4.88 billion work relief measure as talks continued. Senator Rob inson voiced optimism of a daytime solution while Chairman Glass said no change. A prior Democratic quarrel halted progress amid reports of relief rolls dipping from January to February.

Four Texas State Prison Board members investigated alleged abuses at Retrieve farm near Angleton after officials described conditions as disgraceful and brutality rampant. Governor Allred was notified as reporters for the Houston Press noted the farm conditions. Two officials left for Retrieve to conduct further inquiry. Page 13 reference indicates wider coverage.
Weather bulletin for Amarillo and West Texas shows partly cloudy conditions tonight and Thursday with a low around 40 degrees. Panhandle areas expect warmer spells, New Mexico remains generally fair with little temperature change.

James E. McAllister a recent Texas penitentiary release admitted to San Antonio police in a signed statement today that he shot Percy A. Calkins a Houston traveling salesman near Edinburg on Saturday. He was arrested while asleep in the San Antonio Federal Transient Bureau by Hidalgo and Cameron County officers and others who said a Rio Hondo arrestee identified him.
The Third Court of Civil Appeals upheld a trial court's dismissal of Gov James V. Allred's 1932 anti trust suit against 17 major oil companies. It ruled Texas anti trust laws unconstitutional under a US Supreme Court decision that exempted farm products. The ruling referenced the Recovery Act and noted no ruling on its validity.
