A broad bill ILR 8677 would extend binding collective bargaining to public sector workers including teachers police and other civil employees. The measure could mandate agency shop fees, expanding union dues across government ranks while hearings proceed.
Heavy rains soaked Texas and parts of Louisiana, triggering mass evacuations of more than 1,000 people. Gov. Briscoe sought disaster declarations for Seguin and Guadalupe County as U.S. 18 closed and floodwaters rose in Seguin, San Antonio, New Braunfels, and nearby towns.

Federal grand jury in Baltimore heard initial evidence against Vice President Spiro T. Agnew as his lawyers moved to block the inquiry on constitutional grounds. Twenty two jurors reportedly heard four witnesses in a one hour and twenty minute session. One witness was William J. Muth, former Baltimore City Council vice president and engineer firm executive, who later did PR work for Agnew associate Bud Hammerson.
The Texas Veterinary Diagnostic Laboratory would be built at the Amarillo Medical Center, aiming to aid the local livestock industry. The Amarillo Area Foundation approved site and size, with construction cost of 950000 dollars, expected to create about 15 jobs and a first year payroll near 100000 dollars. F W Wallace said negotiations will determine exact location and dimensions.
Police stopped Carl Wayne Beckwith as he drove into New Orleans with a large dynamite time bomb and rifles. Federal officials plan a charge under the Gun Control Act of 1968. Beckwith said he came to New Orleans to sell china.
