Defense officials plan to scale back the civilian hiring program that replaces military personnel in noncombat roles. Secretary McNamara announced the project with a goal to hire 60,000 civilians to replace 75,000 troops by year end. As of Aug 1 the plan was 51 percent filled, with many senior posts still open. The second phase will wait until fiscal 1968 beginning July 1 to review Phase One and draw conclusions.
A group of volunteers assists in Brent Hodges physical therapy after brain damage from an infant polio shot. His mother Mrs S A Hodges leads daily patterning exercises six times a day with help from coordinators and local volunteers. Brent, cheerful and eager, aims to take his first step as part of ongoing therapy in Happy Texas with volunteers from nearby Amarillo and Canyon.
Nicholas Katzenbach testified his strong support for U S foreign policy but pledged not to be a yes man as undersecretary of state. The Senate committee suspended action on his nomination after an objection by Sen Eugene McCarthy. Chairman Fulbright announced a new hearing to resolve the questions raised during the session.
A mixed jury acquitted Ku Klux Klansman Eugene Thomas of murder in the Viola Gregg Linzzo case in Hayneville Alabama after 1 hour 25 minutes of deliberation. Thomas 43 of Bessemer becomes the second Klansman to win an acquittal in the state court trial.
Space Center Houston reports plans to have Edwin E. Aldrin Jr. wear the astronaut maneuvering unit AMU were scrapped due to concerns over difficulty and fatigue of attaching and removing the 169 pound backpack in weightlessness. Air Force Maj. Aldrin will study alternative methods to stabilize his body in space for up to two hours. Gemini 12, the final two man mission, used the AMU backpack built by Ling Temco Vought under a multimillion dollar contract.
Hurricane Inez lashed Guadaloupe with 120 mph winds stirring memories of Cleo's destruction. It veered west toward Puerto Rico Jamaica and Cuba with warnings of 60 mph winds and high seas. The center was forecast to pass 60 to 80 miles south of St. Croix and Ponce later, radar ranges pending.
About 20 independent grocers in Amarillo were told by the Chamber of Commerce to try a voluntary schedule separating Sundays and Saturdays. Major chains will close Sundays and open Saturdays while some small stores choose one day. The plan aims to curb the seven day week trend and pauses legal action against violators as a trial run.
