The FTC investigates price stickers affixed by V7 manufacturers claiming base prices with itemized tabs on nonstandard equipment. It labels the practice unfair and deceptive as sticker prices do not reflect typical retail sale prices. Hearings seek a formal rule requiring true prices to avoid consumer confusion as Big Four announce 1970 model prices.
FTC staff say dealers dodge suggested prices by posturing and optional equipment tricks while customers face higher sticker friction and trade-in adjustments. Big Four manufacturers will send spokespeople to hearings along with consumer groups and dealer associations.
General Creighton W. Abrams returned from Washington and spent 70 minutes with South Vietnamese President Nguyen Van Thieu at Thieu's residence. The meeting followed a Nixon strategy conference and aimed to relay word on the war and U.S. troop withdrawals.

Life magazine reports Strom Thurmond and his former law partner received 32500 dollars for land condemned for a South Carolina highway project, more than double nearby owners. It says Thurmond could gain up to 65000 dollars from riverfront property due to a bridge route change.
Tropical Storm Holly gathers strength 2,200 miles southeast of Miami and heads toward the coast with winds near 45 mph. Forecasters warn higher winds may arrive within 18 to 24 hours as the storm moves west northwest at 18 mph. A Navy plane places Holly about 1,200 miles east southeast of Puerto Rico.
The body of Gary M. Carotenuti, 19, of Torrington Connecticut, was found in Roxbury Boston wrapped in a canvas bag propped against a mailbox. He had been struck in the back of the head and a rude anti black message was carved on his back. Police offered no explanation for the slaying.
Hard Work Misses Patsy Cumpton and Patty Tatum helped Canyon's West Texas State University observe its 60th anniversary Sunday by moving into Shirley Hall for the fall semester. Dean Dr. T. Paige Carruth said up to 8,000 students may enroll this fall. About 1,200 upperclassmen began dorm moves at 8 a.m. Enrollment for 1968-69 stood at 7,269. Freshmen register Wednesday, upperclassmen Thursday and Friday, and night students Saturday.
