Two questions will appear on the ballot Monday, including an amendment to raise the city tax limit to 1.65 with usable portions for general city functions and eight bond issues totaling 11 million six hundred eighty thousand. The water department's 50 cent debt retirement tax is urged to be unused as it has not been drawn for over 30 years.
The present tax rate is $1.30 per $100 of assessed value, the charter maximum. A charter change to $1.65 would allow a rate increase for funding eight proposed bond issues. The City Commission believes a higher limit could attract favorable bond interest, with the existing rate of $1.53 and the $1.65 cap providing needed margin.
Proposed bond package lists eight major items including 2.5 million for street and expressway improvements over two years and 1 million for a central waste incinerator to end dump burning. Other items cover sanitary sewer capacity, new city buildings, parks and pools, two new fire stations, Air Terminal improvements, and a public health center funded with a matching federal grant.
Residents must have six months’ residence in Amarillo, be at least 21, and meet poll tax requirements. New annexations Pleasant Valley Eastridge and Greenhaven include voters. Those 60 and older in these areas may vote with affidavits.
