Palo Duro Scenic Road Association aims to add routes through Palo Duro Canyon and an east entrance to Palo Duro State Park with completion possible by late 1969. The association reports broad pledged support from Texas Good Roads, Texas Tourist Council, Texas Parks and Wildlife, and Texas Tourist Development Agency, though state Highway Department endorsement is not yet given. Association president Jim Hayes praised August meetings and noted lawmakers’ interest in aiding submission to the State Highway Commission.
Cuba charged Humberto Carrillo, a Mexican embassy counselor, with transmitting coded CIA messages from Havana to Florida and Nassau and supplying information on Cuban leaders. Mexico rejected the claim, and Cuba demanded his surrender for trial, citing use of a diplomatic pouch and training by the CIA.
Moises Flores Castillo 28 of Happy died at the scene along with Glenda Joy Stuart 8 and her 10 month old son Robin Lee Stuart after a car-pickup collision six miles east of U S 87 on Farm Road 385. Roy A. Stuart 21 was hospitalized in Amarillo in critical condition with chest and arm injuries and facial lacerations.
The Memphis Blues defeated Amarillo 2 1 to clinch the Texas League title in a sweep of three straight games. The victory came Friday night in Memphis with full details on page 13.

Luminous, shifting clouds spread across New Mexico and the Texas Panhandle after a Nike Javelin launch from White Sands Missile Range near Alamogordo at 7 55 p m MDT. Officials say ba rium dispersal to study winds and EM fields occurred at about 60 000 feet. Similar tests are planned tonight and Sunday night.
Rio de Janeiro AP reports a hitch in negotiations to swap 15 political prisoners for kidnapped U.S. Ambassador C Burke Elbrick. Brazil's Foreign Minister postponed an announced broadcast as security officials note some prisoners refuse travel. The military junta had agreed to release the 15 prisoners and fly them to Mexico, pending acceptance.
Washington AP Justice Hugo Black reluctantly granted the Nixon administration a delay in desegregation of four Mississippi school districts. After a week of consideration he accepted the administration view that full orderly desegregation could not begin at the start of the new school year. He urged the NAACP Legal Defense Fund to press for speedier action when the Court reconvenes and said he would defend immediate rights of pupils excluded by race at that time.
Senator Albert Gore of Tennessee accused the Nixon administration of offering a tax reform bill that would favor the rich. He told Assistant Treasury Secretary Edwin S. Cohen during the Senate Finance Committee hearing that the proposal would hurt the mass of the people.
Negotiated 1970 71 revenue bill would hike state sales and cigarette taxes and extend sales tax to alcoholic beverages. House Speaker Gus Mutscher aimed to bring the measure to a vote, with beer and whisky now taxed to remove the previous obstacle that halted the first special session. Senators expected action Saturday pending House passage.
The fair runs Sept 15 to 20 with Roy Rogers and Dale Evans headlining the opening and closing shows. In between, the Bill Cody Livestock Arena hosts Appaloosa halter judging, FFA exhibits, rabbits, textiles, culinary and art displays judged Sept 13 and 14.
