Philadelphia reports the miners and operators council preparing for tomorrow’s Harrisburg conference under mediation by Gifford Pinchot. A 10 percent wage rise is proposed, with arbitration for annual adjustments and fewer separate demands.
The State Banking Board granted a charter to the Farmers' State Bank of Rosenberg in Austin. The bank will have $25,000 capital and $2,500 surplus with officers yet to be elected. A private bank recently failed at Rosenberg. The board also reviewed applications for new banks at Malone and Iles.
Ranger Captain Frank Hamer will depart Austin Thursday to appear before the Potter County Grand Jury with evidence from the Ranger investigation into the flogging of B. T. McDonald, a railroad worker at Amarillo. Adjutant General Barton also travels to testify in a test case of the States open Port law arising from last year’s railroad strike unrest.

The Navy airship ZR-1 completed its first trial flight over Lake Hurst New Jersey today. It rose to 1000 feet and traveled east toward the Atlantic with two escort planes, one Army and one Navy. After fifty five minutes the dirigible landed safely amid great satisfaction.

Henry Frederick MacGregor a longtime Texas Republican leader dies Monday at his Londonderry summer home. A major Houston realty owner he helped develop the Ship Channel and devoted time to philanthropic work. Funeral service planned in Houston Sunday.
Brussels reports seven allied nations at the fourth annual congress of the War Veterans Association endorsed the Ruhr occupation as the legal means to secure reparations under the Versailles Treaty. American Czech French Romanian Belgian and Yugoslav delegations backed the resolution. British delegates approved an amendment on unemployment effects in the United Kingdom.
At Austin on September 4 the State Railroad Commission began hearings on three cotton freight rate applications in Texas. Railroads seek up to 12 cents more per 100 pounds for uncompressed linters and compressing charges, while the Texas Farm Bureau Cotton Association files for reductions from one to seven cents per 100 pounds. About seventy-five attorneys and reps attended. The Galveston Commercial Association seeks Galveston rates equal to Houston rates.
Beaumont police hunt for P. O. Rial 22 and Bessie Carl 16 who vanished after a moving picture show Saturday night. Their car with hats in the rear was found abandoned in a pine thicket about four miles from Beaumont Monday afternoon.

College Station Texas Sept 4 S M N Marrs state superintendent of public instruction outlined to teachers at the central Texas teachers institute a plan to buy textbooks to cover shortages for the coming session. He urged each district to purchase needed books and pay from local maintenance tax funds and mail original invoices to him for submission to the legislature with a request for reimbursements from the state textbook fund. He left for Fort Worth tonight.
