President Wilson commuted death sentences of 10 black soldiers in the 1917 Houston riot case to life imprisonment while upholding six other executions for deliberate murders. The action ends review of 29 death-penalty cases, with 13 executions and 16 reviews still pending. The president cited loyalty and service by the race and warned the riot’s lawless acts as a lesson.
A bomb exploded at entrance 10 of the Chicago Federal Building killing four and wounding seventy five. Dead include William H. British forces push along the Canal Du Nord from Peronne to north of the Arras Cambrai road with patrols advancing in the south at Ruyaulcourt and Moislains. The Germans have destroyed canal crossings and are forming a strong defensive line as Allied troops clear the northern Hindenburg line and press toward Bourton wood and Cambrai.
