Christian leaders from six continents gathered for the World Council of Churches final assembly message. Delegates from 163 denominations in 48 countries carried a call for greater faith and hope for freedom justice and peace after 17 days of talks.
Hurricane Carol battered northeastern states and low er Canada, killing at least 45 people and magnifying losses unseen since the 1938 hurricane. The storm lashed New England, moved into Canada with Montreal and Quebec City in its path, and caused millions in damage as homes and yachts were destroyed.
President Eisenhower signed legislation raising railroad retirement pay under the Railroad Retirement Act. The new law sets a maximum pension of 550 dollars per month, up from 300, and broadens benefits with higher contributions from workers and employers. The changes take effect tomorrow.
Four Republican senators concluded Senator McCarthy did not personally pressure the Army for Pvt. G. David Schine but faulted his lack of tighter control over staff. They faulted Roy Cohn as aggressive in seeking favorable treatment for Schine. Democrats faulted McCarthy and also criticized Secretary Stevens and Cohn.

The Democratic and Republican versions of the McCarthy Army reports were made public for the first time tonight. Reading occurred outside the secretary of the Senate's office and inside, with Sen. McClellan presenting the Democratic version to reporters and cameramen gathered in the hall. The dual readings aimed to speed the news to the public.

Secretary of State Dulles called for an emergency NATO Council session to bolster defenses against Communism after France killed the European army plan. He announced a reassessment of U S foreign policy, pledged action to restore West German sovereignty, and promised support for any new European defense plan. The move aims to deter a new Red advance in Asia while Paris and Brussels seek unity.

Whitaker Jr. died in Huntsville Texas after an electric chair execution carried out at 12 04 a m He spoke of God's will and his rehabilitation in a final interview with a reporter and asked for 10 more days of life He was convicted in the strangling death of Joyce Fern White of Lubbock and faced appeals to stave off the sentence His last meal included fried chicken and lemonade and he wished to share it with two other inmates
Mourning dove hunting begins at noon tomorrow in the North Zone marking the first major phase of the fall season. Howard Dodge of the Texas Game and Fish Commission notes prospects are pretty good with an average hatch reported and many northern doves already migrating. North Zone runs through Oct. 10 and South Zone from noon Oct. 1 to Nov. 9.
