Delegates from the United States Mexico and the three South American republics opened a western hemisphere mediation conference in Niagara Falls Ontario seeking peace in Mexico. Attendees voiced cautious optimism for a diplomatic settlement while a reported Huerta retirement was shown as unreliable.
Seven prominent attorneys from Torreon Saltillo and Monterey have been confined in Juarez jail by constitutionalist officials on charges of pernicious political activity. The names are not confirmed locally. The execution of General Ozerno and another general, with 62 staff, signals intensified campaign near Saltillo.
Mexico City May 20 Huerta in an interview denied reports he would resign at the Niagara Falls peace conference. He stated the Mexican peace delegates have no instructions to offer his resignation and emphasized the point with a right hand gesture. Acting Foreign Minister Ruiz had earlier said the Mexican representative were given ample powers to deal with all matters at the talks.

Parnes, steward of the Elks club, was fined 6000 dollars on two courts and sentenced to 180 days in jail for soliciting and taking orders for intoxicating liquors in local option territory and for keeping cold storage in prohibited territory. He must pay the fine and serve the jail term.
The Attorney General's Department today issued an opinion holding that all persons owning, controlling, or leasing oil wells must pay the occupation tax. The ruling covers anyone who leases land from the State under acts passed by the thirty third legislature to develop off field resources.

A tornado swept through Marquiz Coahuila yesterday killing fifteen people. The storm leveled buildings and ravaged livestock with enormous hail stones causing extensive damage to the town.
