Shanghai dispatch contrasts General Chiang Kai-Shek and Marshal Chang Tso-Lin. Chiang, in his 30s, educated, multilingual, married to a Wellesley educated woman, leads nationalist south forces and lives simply. Chang, a northern dictator, is a former bandit with vast wealth, eight wives and 382 children, owning banks and industries while barely literate.
Japanese authorities at Tsingtao said no immediate talks with China over the Tsinan issue. Additional Japanese troops arriving around May 17 will guard the railway from Tsingtau to Tsinan to keep communications between the two cities. The Nationalists near Tientsin prompt wary conditions. Ho Yao Tsu was dismissed for failing to obey orders though not blamed for clashes.
The Supreme Court ruled that states cannot require dealers to pay gasoline taxes on gasoline sold to the federal government. The Panhandle Oil Co challenged Mississippi tax as an unlawful burden on government activities. Justices Holmes Brandeis and Stone dissented. McReynolds supported the state tax.
Dallas May 14 The Texas constitutional democrats abandoned efforts to unite with Moody harmony forces after Lynch Davidson rejected the offer. Collins says a pro hibition and anti Smith caucus will meet at Beaumont Monday night with no slate planned until after discussion. AL Henry reports Smith forces aim to control the Beaumont convention and the temporary chairmanship, with a caucus set and the Beaumont city auditorium reserved.

United Press reports a Brockton Mass. party of fourteen, including prominent civic figures, disappeared when their boat flooded on Mooseherd Lake near Greenville. Captain James E. Lays survived, while others including Fire Chief William F. Daley and Sheriff Earl P. Blake are among the missing.
British foreign secretary Sir Austen Chamberlain told the House of Commons that the draft arbitration treaty replacing the 1908 Anglo American pact did not meet Britain’s requirements. He said complex questions require Dominion consultation and more time before a decision.
John Fraser of Hoyde ton Texas served as postmaster for 36 years and voted for decades without citizenship. He and wife Mrs Fraser appeared before naturalization examiner M F Lence to file final papers, noting Fraser came from Scotland in 1880 and held first papers allowing voting under law then. Final papers await fall term. Mrs Fraser plans a Scotland trip from a Canadian port.
Washington May 14 The Senate voted to downwardly revise the surtax rate for incomes between 20 000 and 80 000 affecting about 82500000 of the pending 200000000 tax reduction. Republicans and western independents opposed retroactive application while Democrats pressed for relief for smaller earners. The measure leaves final passage to a House decision and awaits further amendments including inheritance tax.

Ainsworth S1 years old wife of Neal Ainsworth died at the family home 26 Milnm avenue at 6 20 o clock tonight after a one week illness A light attack of influenza followed by a finger wound infection led to her death She resided in Amarillo since August 1927 coming from Oklahoma City She was president of the Ainsworth Drug Company at 200 Grant Street and survived by her husband and five children Funeral services will be held at the residence this afternoon at 4 30 Reverend L N Stuckey will officiate The body is sent to Oklahoma City for burial Wednesday afternoon in care of Blackburn Hexwell funeral home
Walter O Snyder Jr of the U S Department of Commerce recommends a site four miles northeast of Amarillo for a municipal airport. He inspected proposed sites April 12 with city and real estate officials and notes the east runway is only 1 800 feet and costly to lengthen. He favors acres between the field highway and the Pan highway north of North Street extended for purchase and development for a municipal field with commercial hangars nearby.
