AUSTIN May 12 Chief Clerk Dennis Wallace told a court of inquiry there has been no favoritism in leasing public school and university land. Wallace testified at the start of a sweeping probe requested by Atty. Gen. Shepperd and supported by Gov. Shivers and Land Commissioner Rudder. He said bids on school lands and tidelands are awarded to the highest bidder and that no bidder had advance information. The inquiry, expected to last weeks, will examine all Land Office operations.
