In his second inaugural address dated March 4, 1893, President Grover Cleveland argued against broad welfare programs. He warned that government functions should not include supporting the people financially, urging a return to paternalism limits.
Choosy A leading citizen reports Purple Martins settled in McLean with two Martins houses on his property and several across the street. By March 22 more birds returned, forming a seven year effort by local families to host the colony amid mentions of Pampa and Childress. Gasoline controversy persists in Hall County near Turkey with two acting mayors and resident families Carters and Finneys.
Tornadoes and severe winds struck parts of Baton Rouge causing two deaths and widespread damage. About 60 percent of Audubon Terrace homes reportedly damaged while Shell Sibley and Kenneth Dunlap were killed in Walker. Power lines fell, cutting service citywide amid slow recoveries. Residents described the terror as the storm roared through.
White House spokesman Ron Nessen said Fidel Castro appeared to accept the mutuality of obligation for improved Cuba United States relations. He cited Castro's remarks about friendship with the United States and talks with Sen George McGovern as evidence of potential moves. The State Department would discuss Castro requests for medicines, but Nessen stressed no policy change and noted several disagreements remain.
In Austin the legislature sent a rape bill to Gov. Briscoe after a 30 0 House vote. The measure bars probing a rape victim's past sexual life at trial unless a closed hearing finds relevance. It also raises the statute of limitations to three years and includes provisions for bilingual education pilot in kindergartens.
In Lubbock Texas police nabbed Ruben Escobedo 23 after a night of kidnapping the Wilson family and a bank robbery. Escobedo demanded 35 000 but received 3 51 and was captured after a highway pursuit ending near Plainview. The Wilsons were unharmed and Escobedo had eight cents on him.
AP reports Santa Ana official Andrew Hinshaw was booked on bribery embezzlement and misappropriation of public funds while county assessor. Indictments also accuse current Assessor Jack Vallerga. The secret grand jury indictment was released to the public this week.
A 3-year-old girl, Mouser, died after drowning Thursday at Britain Village Apartments in Amarillo. Police and ambulance crews responded after 7 p.m, with resuscitation efforts ongoing until she was pronounced dead at 7:55 p.m at Amarillo Emergency Receiving Center.
