Washington May 7 Officials of the Office of Defense Transportation said rationing passenger space on railroads and overland buses is in prospect within the next few months. Details, whether credentials for essential travelers or another method, are undecided though plans aim to avoid vacation travel jams. Some regions already face saturated passenger volume as railroads convert sleepers to coaches and last minute cancellations for nonessential travel are anticipated.
