The Texas Senate backed a plan to create the state's first agency to regulate utilities, with a three member commission appointed by the governor and hearings before rate increases. City councils would retain some control, natural gas oversight remains outside city limits, and amendments on rate bases and election of commissioners were debated.
Vietnam veterans and their families speak of bitterness resignation and resolve about the war and its aftermath. Some say they would go again if called yet regret the U S role while others condemn governmental decisions and reflect on the costs to the Vietnamese people and to soldiers.
The Ford administration asked Congress for 507 million dollars to fund care and relocation of about 135 000 South Vietnamese refugees with a potential rise to 150 000. Ambassador L Dean Brown said funds are needed within a week as a 48 million postwar reconstruction fund will be exhausted. Brown noted possible return flows if violence declines and urged other nations to accept more refugees while lawmakers pressed for concrete numbers on costs and outcomes.
The Senate approved a compromise bill to protect the environment from strip mining and require land restoration by coal operators. The measure, similar to one vetoed last year, passed by voice vote and goes to the House, with both supporters and critics predicting House passage and a presidential decision. It was unclear if Ford would veto again.
The White House cited intercepted Cambodian radio reports alleging 80 to 99 officers and their wives were killed by the Khmer Rouge since Phnom Penh fell. Kissinger and Ford described the killings as tragic and inhuman, fueling US hesitation to recognize the new regime. Time and Newsweek echoed calls of mass executions and refugees described further killings including monks and officials.

Washington reports Rep. Wilbur Mills, 64, back in Congress after five months for alcoholism treatment. He says he feels better and has sworn off stimulants aside from cigarettes, aiming to handle problems one at a time.
