The House approved an $11.7 billion boost for the federal interstate program. Lt. Cmdr. Victor G. Prather of Bethesda and Lt. Cmdr. Malcolm Ross of Washington rode a balloon to a record height of about 113,300 feet over the Gulf of Mexico aboard the carrier Antietam. Prather died after being retrieved from the water while Ross was rescued unharmed.
A huge balloon carrying two Navy scientists lifted from the carrier Antietam and climbed to about 113 500 feet 21 6 miles above Earth before leveling off over the Gulf of Mexico roughly 136 miles south of Mobile Alabama.
