Treasury to issue new seven year note with 6.50 percent yield

The Treasury announced a May issue of a seven year note yielding about 6.50 percent the highest since 1865. The refunding will swap 4.3 billion of 5 percent notes due May 15 and 2.5 billion of 2 1/2 percent bonds due June 15 for the new issue or a 15 month note yielding about 6.42 percent.
