Dr Ruth Alexander a five degree scholar urges a sharp shift in handling juvenile delinquency. She blames welfare systems and calls for removing youths from welfare to law enforcement and argues for abolition of universal education and child labor laws at the secondary level in a national emergency.
The Senate approved a sweeping farm bill 93 to 2, with Sen. Bush and Sen. Flan ders voting no. It adds billions in new benefits for farmers and includes a soil bank plan to remove 45 to 50 million acres from production. A late amendment would raise price supports for wheat, cotton, and corn by isolating surpluses, potentially lowering parity prices. The measure now goes to the House for action.
President Eisenhower asked Congress for 4.86 billion dollars in new foreign aid and authority for long term commitments. Senator Knowland questioned the long range approach while House Foreign Affairs Chair Richards signaled possible cuts. The plan totals 3.0 billion for military aid with 1.64 billion for Asia and the Middle East and includes a 530 million plan for advanced missiles.

Leon Ray Hays 23 of 904 N Polk confessed to city detectives yesterday that since December 17 he burgled 37 locations in Amarillo, including businesses and offices. Eighteen break-ins occurred over the prior weekend. He had worked briefly for Beasley Alarm and had access to sites without protections. He was arrested at 10 am after detectives traced the loot, which included a .30 caliber revolver.
