DALLAS March 19 Louis Pitcher executive vice president of the United States Independent Telephone Association said the time may come when non essential users will be deprived of telephones to keep war necessary communications flowing. He noted rationing is already under way and civilians may soon face greatly reduced service. Public pay telephones may be used to serve many with one line in place of twenty.
