The Associated Press reports a Texas supreme court decision held local laws and special expense accounts invalid, quashing pending bills and prompting confusion over population limits and authority for local measures as state lawmakers react in Austin.
Special to The News Austin March 18 The Potter County court law just approved by Gov Ross Sterling escapes the supreme court decision because it names the county and covers a local purpose authorized by the constitution.
The state supreme court ruled the legislature cannot pass a general law limited to a single county or city. Local bills are paused while the scope of the decision is investigated. Potter County Courts at Law creation stands, not affected by the ruling. The case arose from Fort Worth mandamus action seeking approval of city special assessment bonds.
Alvis Graves faced a jury in the seventy second district court in Lubbock as arguments concluded for the Jan 11 dance shooting that left Horace Smith dead. He also faces a murder count tied to Robert Averett’s death and three counts of assault with intent to murder for injuring others. Graves testified he fired in self defense and the trial went to the jury shortly before 11 PM.
Amarello area forecasts call for Thursday fair and slightly warmer conditions. West Texas will be partly cloudy and warmer in the northern portion. New Mexico may see generally fair skies with little temp change. Temperature readings from yesterday show a wide spread with cool morning and warm afternoon highs.

Mrs A R Shutt wife of a Shell Petroleum Co employee was critically burned when a cellar explosion occurred after she struck a match. Her husband helped extinguish the flames. no gas lines are in the cellar, investigators suspect gas seepage from nearby wells.
In Moore County Texas the No 1 Utey Dana Oil & Gas Co well drilled by Sam Vanderweide struck pay extending the Moore County oil field eastward to create a 14 mile wide field. The Dolemite pay followed, with oil shows and gas encountered as drilling progressed. Texas officials urged the Interstate Commerce Commission to approve a 832 mile Texas and Pacific Northern Railway from Big Spring to Vega Lubbock and Amarillo to spur regional development.
Special to The News from Phillips Moore County March 18 travel agent H N Keating runs the town. With wife and child population rises to three else two. The town hosts two elevators and a two week old depot and ships 78 cars of pipes last week. Phillips sits 14 miles north of Dumas on the Rock Island line.
Dr. W. Forrest Dutton sues Amarillo Gas Company for 8000 dollars claiming a May 14 1929 gas explosion across the alley damaged an apartment at 811 West Fourteenth. The blast wrecked H N Osborne’s residence and injured him. An earlier agreed judgment of 4500 dollars was entered for Osborne’s property damage and injuries.
Jury selection for the murder trial of Will Moore, a negro hotel porter, is delayed as Judge Henry Bishop adjourns court after ten jurors were chosen. The panel may resume Thursday at 9 am with about 40 men available. Defense questioning targets belief in self defense and right to protect property, with a challenged venire member.
Clyde Clements of Borger Salvage and Supply was badly injured when a generator with an acetylene welding setup exploded at a Marland Oil camp near Borger. He suffered a fractured skull severe facial lacerations and extensive bruising. An Amarillo doctor treated him after arrival in Borger.
Mal S. Daugherty, brother of former attorney general Harry M. Daugherty, was convicted of abstracting funds from the defunct Ohio State Bank. He received a 10 year sentence in the Ohio penitentiary and a $5,000 fine plus court costs in Washington Court House Ohio.
About 1,700 boys and girls from a 200 mile radius surrounding Amarillo will compete in the eighteenth annual Music Festival at Municipal Auditorium starting Thursday morning. Contests span vocal, instrumental, solo and ensemble across city venues through Saturday, with an expected 3,000 visitors. The Fisk Jubilee Singers and Madame Galli-Curci will perform at the Amarillo College of Music events Thursday and Friday nights.
Governor Sterling signed the border motor reciprocity law allowing commercial trucks to operate across states with four days monthly trips and no penalties. Highway Director L. G. Phares ordered patrol instructions sent to border points.
The New York city affairs committee urged Governor Roosevelt to remove Mayor Walker on charges of condoning incompetence and encouraging corruption. The letter, signed by Dr John Haynes Holmes and Rabbi Steven Wise, accuses the mayor of a lax administration and calls for decisive action.
Tack Roses will be disposed of today under The News- Globe circulation manager C. F. Underwood in charge. Only a few bunches remain and no more will be obtained unless today’s sales justify action. Five varieties of roses sell for $1 per bunch as part of an annual Panhandle beautification effort. Replacements for non blooming plants are offered free at 804 Hayden Street.
A massive mutiny at Stateville prison Joliet Illinois led by 1,400 inmates caused five buildings to burn and $300000 in damage. Militia and guards regained control by 8:30 PM as flames spread from the chair factory to the laundry shop garage and dining rooms.
President Hoover departs Washington for Point Comfort Virginia and will board the battleship Arizona tomorrow for Porto Rico involvement.
