General Carl Spaatz announced a postwar reorganization of the Army Air Forces into three major combat commands. He stated the atomic bomb makes air action nearly certain to start future wars, and outlined the creation of the Strategic Air Command among the new groupings.
The Air Defense Command will protect the continental United States and the Tactical Air Command will work with surface forces. Five supporting commands plus air national guard and air reserve forces will assist. A revised air university schooling system has already been put into effect.
Spaatz states that strong air power is essential against unannounced attacks and notes that the atomic bomb greatly enhances air force effectiveness. He argues that future wars will start with air action and may end with it, stressing the need for full parity.
Spaatz described a unified Department of Defense structure with the Army Air Forces' Second Air Force at Colorado Springs as the core of a new Strategic Air Command for long range bombers. He noted Colorado Springs would continue as an active air force installation.
The plan keeps 16 existing air forces, including four in the continental United States, and distributes them among strategic and two new major combat commands. Major General Lewis B. Hershey, national Selective Service director, told St. Louis draft board members the draft should continue to sustain 2,000,000 armed forces to project readiness and deter world conflict. He questioned the recruiting system and warned of weaker defense if the draft law were eased. He recalled recruiting 14,000,000 and paying a quarter million with lives spent to win the war.
The United Nations Security Council session, set to open March 21, will likely start March 25 due to bad weather across Europe disrupting flights. UNO public information chief Benjamin Cohen announced the postponement after arriving in New York from Philadelphia following a 17 hour flight from Prestwick, Scotland. Soviet historian Eugene Tarle argues in a noted piece that Russia seeks to secure its frontiers, not world domination, and warns against Churchill’s policy toward the United States and Europe. He claims Britain backs Franco and Greece for strategic aims and questions Bevin’s influence.
