Moscow March 10 AP Molotov shocks four power talks by pressing China on Austria and Germany agenda. Marshall blocks vote and proposes discussing Allied troop limitations in occupied areas.
The opening session of the conference in Moscow moved quickly as Molotov and Marshall sparred over timing for discussing China and Allied occupation limits. The ministers agreed to a six point agenda and to continue talks on Austrian and German peace treaty procedures.
AUSTIN March 10 4 We lack nothing except students registrar E J Mathews said while waiting to register prospective lawyers for the new Texas State University law school for Negroes. Only one prospect A P Johnson attended the three and a half hour morning registration. Classes will begin with informal registration and a registrar noted the school was created only last week amid ongoing efforts as the state prepares a permanent University for Negroes at Houston next fall.
Three firms including Standolind Oil Purchasing Company Standard Oil Company and Phillips Petroleum Company raised crude buying prices by 25 cents per barrel effective at 7 o clock. The increases apply to all Texas Oklahoma Kansas purchase points. In East Texas the price moves from 1.70 to 1.95 per barrel as General American Pipe Line Company also matches the rise.
Senator Aiken told the Senate that the Navy is modifying its orders for 97 252 dollars worth of silver plated finger bowls. He said Secretary Forrestal agreed there is a distinction between necessities and niceties for sailors and that the niceties have been deleted. The finger bowls totaled 38 744 units with marks indicating seven ranks.
President Truman will address Congress Wednesday outlining policy for the Mediterranean and Balkans. He is expected to seek 250 million dollars for Greece, 150 million for Turkey, and authority to train Greek Turkish and Italian troops as part of a broader U.S. aid effort amid rising Communist influence. In Manila a 50 year old barber Julio Guillen y Cuerpo admitted hurling a grenade at President Manuel A Roxas during a public address at Quiapo Church Plaza Miranda. He claimed his chair wobbled causing poor aim as 50 000 spectators watched Roxas press for constitutional parity for American investors.
Preliminary reports from the advance gifts committee show between 10 000 and 15 000 collected. Jim Hudson chairs the committee and says about half of 60 workers have submitted reports. The drive began Thursday with general solicitation starting yesterday as weather slowed progress. Campaign director Roy Cloninger expects completion by Friday amid optimism. the women's division has no reports yet.
Poland and Czechoslovakia signed a twenty year treaty of friendship and mutual assistance in Warsaw. The pact pledges cooperation against any future German aggression and strengthens a new Slavic alliance.

Thirteen and perhaps fourteen men will draw for ballot positions in the city commission race set for April 1. Candidates meet the city commission at 10 this morning in city hall to certify signatures and draw for spots.
The Amarillo school board authorized a plan to place a 350000 dollar bond issue before voters on April 5 for a new Amarillo College building and improvements. A separate two million dollar public school bond was set, with plans for a stadium financed by revenue bonds.

Spokesmen say removals were due to a misunderstanding and crews may resume with enough bricklayers and carpenters.
Roy Middleton owner of a Panhandle liquor store and service station told Sheriff Clarence Williams he wounded a bandit as they fled after resisting a hijack. Two men entered the store while a third waited in a sedan. Middleton wrestled with the gunman and fired three shots, one bandit staggering and falling. The trio fled south toward a black four door sedan. The store sits at the Amarillo Pampa and Panhandle Conway Highway intersection near town.
The Odessa area sees escalating sympathy walkouts by Southwestern Telephone Workers Union locals. Fort Stockton Wichita Falls Abilene and San Antonio join Odessa in protest over chief operator Elizabeth Allen's demotion. Union officials signal possible city-by-city actions while awaiting further instructions from St Louis.
George P. McNear Jr., 56, president of the 239 mile Toledo Peoria and Western Railroad, was fatally shot near his Peoria home. He died at St Francis Hospital after being found in a fashionable residential area. The fatal ambush comes amid a 17 month wage dispute with 13 railroad brotherhoods and prior violence along the road. Two pickets were killed and three wounded at Gridley on Feb 6, 1946.
Low visibility at English Field forced all flights to divert over Amarillo last night. Officials said the fog was a local condition and should clear by morning.
