The Nixon administration plans a $1.2 billion boost in military pay as the first step to reduce reliance on the draft. Including a $1.9 billion automatic increase already enacted, total pay would rise by about $3 billion in the year beginning July 1. The proposal eliminates special nontaxable allowances and ties pay more closely to civilian salaries, though higher taxes result.
