The Supreme Court ruled Louisiana literacy tests for voter eligibility unconstitutional in a 9 0 decision and empowered the Justice Department to challenge similar registration laws nationwide The court also overruled a lower court and allowed a blanket attack on Mississippi and Louisiana practices expanding federal powers in voting rights cases Justice Black called the Louisiana requirement a trap undermining Black voters registration efforts
