Governor Miriam A Ferguson orders a five day financial moratorium in Texas surprising Lubbock bankers who believed banks could handle regular business and any emergency. The move signals a protective holiday deemed unnecessary by many South Plains banks.
Amarillo merchants gather at 10 o clock Friday to map plans for customer accounts during the bank holiday ordered by Governor Ferguson. Dean Kirk, president of the Retail Merchants Association, announced the meeting and noted the suspension of business through Tuesday.
The governor's proclamation prompts representatives from three banks to confer and outline measures to aid business and citizens during the emergency in Lubbock. In El Paso, Presidents Bas-sett of State National Bank and Harvey of an unnamed bank say they will close under protest for Governor Ferguson's five day bank holiday.
Mayor Ross Rogers said Amarillo will aid merchants during Governor Ferguson’s banking moratorium with an expanded night police presence in the business district. Sheriff Bill Adams and Constable Howard Eliott aid in similar county measures as down town lights stay lit to deter burglaries.
Clark Bell about 25 was burned to death at his home in Bailey Community today while building a fire with highly flammable material. His home was destroyed. Mrs Bell and three small children escaped serious injury.

Amarillo banks will observe a five day banking moratorium ordered by Governor Ferguson. The Amarillo Clearing House Association announced deposits will not be received and withdrawals not allowed during the holiday period. Banks will remain closed on the designated days and reopen afterward.
In Geneva on March 2 the league council met in secret and agreed in principle to an arms embargo against Bolivia and Paraguay and to invoke Article XI of the Covenant. The article allows the league to take any action deemed wise to guard the peace of nations in case of war or threat of war.

In a Democratic caucus Rainey of Illinois was chosen speaker designate for the next Congress, receiving 166 votes amid a strong liberal bloc. McDuffie, Banking, Bankhead, and Marvin Jones trailed as Byrns won floor leadership later with 152 to 141 against Bankhead.
South Trimble of Kentucky was re elected clerk of the House of Representatives at the Democratic caucus defeating William L. Nelson of Missouri. Trimble received 158 votes to Nelson 118.
Oklahoma Governor William H. Murray urged a joint session to pass laws punishing criminals by whipping posts and stocks. He cited lax parental training and World War as causes and proposed a state ranger force modeled after the Texas Rangers.
In Indianapolis on March 2 the Indiana Senate approved a House bill to hold a state convention to vote on repealing the federal prohibition amendment. The measure goes back to the House for minor Senate amendments after a 35 to 7 vote.

Also in Miami hospital updates on Mrs. Joe Gill indicate she has slept most of the day with slight improvement but remains in critical condition after the Zangara shooting.
March 2 report says a decision on whether F. L. Denison will consent to a court test to verify his eligibility as Texas highway chair is due tomorrow. Ocie Speer, Denison's counsel, did not respond to James Allred's suggestion for a test. Denison took oath after Senate declined a two thirds confirmation. he claimed a simple majority sufficed. Allred gaps include warant decisions on highway funds signed by other commissioners. Speer later said Denison seeks opinion assuming Senate majority. Allred doubts he is free to assume.
President Hoover canceled his plan to sail from New York to Havana and the Pacific Coast next Saturday evening. He announced from the White House he would remain in New York for several days to attend to personal matters.
Charles Boettcher 2nd was kidnapped on February 12 and held for ransom as police, sheriffs and posses pursued two suspects across northern Colorado and southern Wyoming. Claude Boettcher paid $60,000 and the elder vowed no immunity for the captors. The victim described a 16 hour ordeal with bandaged eyes and limited contact as authorities used planes and wireless reports to track the culprits.
Persistent rumors of a limited government guarantee on bank deposits lifted New York Stock Exchange prices in the final trading hour. Despite uncertainty and opposition from some financial leaders, the plan gained support in the financial district, curbing a sharp overall decline and reducing losses of 1 to 4 dollars per share on many key issues.
Rol lie H. Beales a 50 year old Amarillo attorney and longtime U S District Court attache died after a highway crash 10 miles west of Claude. Scales suffered internal injuries along with a broken leg and facial lacerations. a companion M B Lionberger escaped with minor injuries. Scales came to Amarillo in 1909 and served as a bankruptcy trustee and local official before joining the federal court staff.
A massive tsunami along 300 miles of Japan's northeastern coast killed 372 people with hundreds more missing. Officials report extensive destruction and ongoing search efforts.
Japanese forces push through Lingyuan and Sutaoling toward Jehol City in Manchuria as Gen Tadashi Kawahara and Gen Kunizo Matsuda lead major infantry and cavalry advances. Chihfeng falls with Chinese commander Shi Wen Hua signaling surrender, while air raids target Jehol’s new airdrome.
Senator Thomas J. Walsh of Montana dies of a heart attack near Wilson D C while traveling with his bride to take a Roosevelt era cabinet post. Washington officials including Burton Wheeler and David I Walsh receive the body at Union Station as James Roosevelt and Hoover aide Campbell Hodges attend the scene.
Friends of President Elect Roosevelt expect Homer Cummings of Connecticut to fill the late Senator Walsh’s Montana seat. Cummings may serve temporarily as attorney general and later move to the insular post. Cummings, ally of Roosevelt, was a key adviser in the pre convention campaign.

He also proposed centralizing all farm credit functions under a single agency, including financing of co operatives, land banks, intermediate credit banks, and production and regional loans. Wheat and cotton stabilizers would be liquidated as quickly as possible.
