Washington reports conferees nearly finished the highway bill draft with a final language meeting set for tomorrow morning. The plan calls for about 32.9 billion dollars in federal state spending to build a 40 000 mile interstate system and related roads over 13 years plus 5.1 billion for other aid systems over three years. In Texas E H Thornton Jr said rights of way for the 2900 mile interstate would be bought with 90 percent federal funding, and the commission urged taking the federal money to aid local roads.
