Gov. Allan Shivers said he will wire the USDA to declare the Texas Panhandle a drouth area so wheat farmers can receive soil bank payments. Lt. John F. Kiffer 24 of the 388th Fighter Bomber Squadron based at Clovis Air Force Base was killed near Melrose New Mexico when his parachute failed to open after a bailout from an F86 fighter. The accident occurred about 9 a.m. over the Hart Ranch ten miles south and two miles west of Melrose.
Lt. Kiffer bailed out at 1 000 feet when engine trouble forced his plane back toward base. His chute failed to open, the aircraft exploded and burned, skidding 200 yards with a 25 yard wide jet fuel trail. He is survived by wife Alice of Clovis and parents of Sandusky Ohio.
