Nuclear powers urge India Pakistan to halt arms race
Five permanent United Nations Security Council members urged India and Pakistan to halt a nuclear arms race by storing bombs and missiles and returning to negotiations. They rejected granting permanent membership in a nuclear club, saying it would invite other nations to defy disarmament efforts. The joint communique, chaired by China, called for restraint and decried sanctions as punitive to civilians.
