Sidney, Ohio, July 28 AP A series of tornadoes and damaging winds struck western Ohio injuring at least 20 people in Sidney where Wilson Memorial Hospital treated 18 to 20 storm victims. One man, 33, was admitted for a dislocated elbow. Nearby Troy and Ansonia also reported damage and injuries, with Troy suffering power outages and Ansonia confirming a tornado hit there.
Governor Price Daniel receives a statewide water plan ordering 45 new reservoirs by 1980 to meet Texas needs. The 200 page report, sent to Legislature, recommends 44 dams plus enlargement of Lavon and Lake Corpus Christi. Total capacity would reach 56.826 million acre feet with existing reservoirs.

In Austin AP Texas will increase its August draft quota to 361 men under Col. Morris Schwartz state selective service director. The change comes from Lt Gen Lewis Hershey and raises the national quota to 13 000 from 9 000. Local boards receive amended August pre induction quotas and the Texas call for August reaches 3 855, five times the original figure, with enlistments for ages 22 and up starting August 1 unless volunteers or delinquents.
Two report meetings will highlight the Amarillo chamber membership drive with a noon Tuesday session at the YWCA and a second Thursday noon meeting also at the YWCA. Wheeler spoke during the 36th Division Governor's Day parade with Gov Price Daniel and Maj Gen Ralph Osborne present. He expressed hope there will be no war or police action, noting the buildup aims to prevent them. The remarks were made while Wheeler visited the 56th National Guard Division in training at North Fort Hood.
