The Wickersham commission told President Hoover the American penal system is a flat failure. It described inmates shackled, whipped, locked in cages, or kept in darkness for days, with four ounces of bread daily. It urged a new type of institution with prisoner wages and segregation for the sick and addicts.
In Estelline on Saturday night burglars broke in through the back door of Greene Dry Goods Company and stole men suits women silk dresses silk hose hats and other merchandise valued at between 500 and 1,000 dollars. Hall County officers found some clothing along the railway right of way and continue investigating with other clues. A night watchman reported the broken door during early morning rounds.

In Elston at Hall Ranch a youth, 25 years old Pan jaandle son of Judge Frank Elston of Carson County, remained near death after a head wound. He was expected to die in the Northwest ee Hospital at 12:30 this morning. The bullet entered near the skull base and exited the forehead. The shooter’s identity was not released. A young girl was being examined by physicians at the police station.
Oklahoma and Texas expect generally fair to partly cloudy skies with continued warmth. Moderate easterly to southerly winds along the coast. New Mexico sees mostly fair conditions in the south and unsettled weather with possible local thunderstorms in the north central portion. Clothing merchants faced dismissal after promising to close on Sundays. Penalties range from 20 to 50 dollars plus costs. A merchants’ meeting last week led to 43 signatories agreeing to close on Sundays.
Mildred Ecker dies at 4 37 AM after a gasoline line explosion gutted the Roberts Street home. Her mother, 44, sacrifices her life to rescue children and dies at 9 39 PM after rushing into flames. Father injured and hospitalized. funerals set for today at Tabernacle Baptist Church.
Sprinkles of rain in Amarillo and Hereford failed to ease the heat wave in the Panhandle. Amarillo reached 95 degrees with 68 at night, while Hereford saw about a tenth of an inch of rainfall. Clouds loomed but only light drizzle occurred elsewhere. Partly cloudy conditions are forecast today.
