Spring like thundershowers brought up to three inches of rain to Amarillo and central Panhandle regions. President urges Russians to join in removing barriers to freer East West contact.
The Senate approved President Eisenhower's 3.205 billion dollar foreign aid bill by a 62 to 22 vote while he negotiated with the Russians at the Geneva Big Four talks. The chamber restored 567.1 million in House cuts and kept within 60.8 million of the President's request amid extended debate and a looming conference with the House.
