FBI Uniform Crime Reports show a nationwide 18 percent rise in serious crimes in the first quarter of 1975 compared with the same period in 1974. Robbery led the gains at 28 percent with increases in murder 7 percent, rape 4 percent, assault 10 percent, burglary 20 percent, larceny 19 percent and motor vehicle theft 6 percent.
FBI data show Amarillo crimes in seven categories rising 39.2 percent Jan 1 to March 31 vs 1974, with 2244 offenses this year from 1612 last year. Police Chief Lee Spradlin urges tough laws and criticizes rehabilitation parole, while DA Tom Curtis backs his stance but notes juror rules.

Albuquerque police on the 10th day of a city strike were presented with a new contract proposal to take to the Fraternal Order of Police Lodge for a vote. City spokesman Jim Baca said the terms were not yet released and APOA attorney Roland Kool expressed optimism about acceptance.
Kansas overhauled its parole system on July 1 1974 abolishing the old State Board of Probation and Parole and creating a five member Adult Authority. The Department of Corrections now supervises field staff, with Kansas parole officers holding temporary arrest power. The board meets at institutions and in Topeka, with four members and about 10000 annual salaries. The 1974 report notes emphasis on individual case review and interview procedures contrasting with Texas practices, and cites lower prison population and higher revocation variability in Kansas.
