A DAVID RASCO essay contrasts Philadelphia and Canyon Texas to reveal how grass roots democracy works. Canyon residents are portrayed as sincere and honest with a minimum of humbug, while Philadelphia is depicted as politically tarnished during a Democratic convention.
In Philadelphia the bosses decide who holds office and both major parties show a fracture between governed and governing. The essay likens Canyon to many small towns across the nation, warning of a systemic ailment in the trusted process.
Texas delegates regain control in Philadelphia on July 14, joining with the South to back Georgia Senator Dick Russell for the presidential nomination as a protest to Truman’s platform. Demonstrations erupt with Dixie songs and cheers, while Alabama yields to Georgia and Truman is nominated.
Convention Hall Philadelphia July 15 Truman wins renomination on first ballot amid Southern walkouts over civil rights. Barkley is nominated by acclamation as vice president. Truman pledges to reconvene Congress and push a liberal program including price controls housing and anti discrimination measures. Dixie delegates protest and plan Birmingham meeting to discuss states rights.
A 25 year old Sicilian student shot Palmiro Togliatti as he left the Chamber of Deputies, five bullets fired with two hitting the communist leader. Doctors reported he was out of danger five hours later. Civil strife and strikes spread through Italy as Pallante was arrested.
Six Borger craft unions stated they had no role in endorsing any candidate in local or state races. The reply followed a July 14 claim by Joe W. Rigdon that a labor seal of approval existed for certain candidates. Craft unions listed include Local 1201 carpenters, Local 66 asbestos workers, Local 819 IUCE hoisting and portable, Local 897 hod carriers, Local 889 plasterers, and Local 1539 painters and decorators.
North Fork Baptist Association gathers at Twitty Church. Floyd County Co-operative Hospital opens at Lockney. American Legion meeting in Claude maps Caprock Round-up and Rodeo for July 30 31. Commercial Club in Higgins discusses rodeo grounds management at city hall.
Today in Amarillo events include assembling the first section of the Will Rogers Memorial Good will and a nationwide relief train. City department heads must submit 1948 49 budget requests to City Auditor J C Lilly by noon. Noon meetings are held by the South Amarillo Lions Club Kiwanis and Optimists at local venues. An 8 PM concert features a 90 piece summer school band led by Clyde Rowe at Sam Houston Ark.

The Weather Bureau reports cloudy conditions with little temperature change for Amarillo and vicinity through Thursday and Friday. West Texas sees partly cloudy skies with minimal temperature shifts, while New Mexico enjoys fair weather on Thursday with some widely scattered evening showers in northern mountains. Highs range from 90s in the north to 105 in the south. Yesterday’s temperatures show a high near 99 with morning readings around 75 to 83 as sunrise occurred at 5 44 AM.
Amarillo faces a water shortage after a pumping station pump failed at Eighth and Bonham during three days of record demand. City Manager N V Moss urged immediate conservation to protect fire fighting pressure while repairs run, warning reserves are running low and overhead storage remains at risk.
