Wanda Edith Smalley, 25, daughter of New Mexico Senator J. M Smalley of Deming, NM, was abducted in Albuquerque Saturday and found Sunday in a Kansas City Western Union office. Richard Charles Banish, 24, ex convict, was arrested on federal kidnapping charges. another man named Bob aided the crime. The investigation details the travel route from Albuquerque to Kansas City include binding with stockings and threats with a knife. Banish claimed the pair abducted Smalley in a motel parking lot and drove her car to Kansas City before calling her mother.
Three boys aged 10 and 11 drowned in Crutch Ranch ponds near Borger after an ice foray. William Cox, Melvin Kite, and James Langham were found in five feet of water by skindivers after nine hours missing. Parents and ranch staff had warned youngsters away from the ponds amid repeated skating incursions by Keeler Heights youths.

President Kennedy signed a message to Congress urging creation of a Cabinet level Department of Urban Affairs and Housing with Robert C. Weaver likely as secretary. The move, backed by executive action under a 1949 reorganization act, faces House opposition though a bill exists in Congress. Kennedy vows an all out fight to implement the department.
